The database was introduced to streamline the previously time-consuming process of gathering ingredient-related information, while fostering innovation and efficiency. CosIng enables manufacturers to easily verify that any modifications to product formulations comply with EU regulations (EC No. 1223/2009), making the entire manufacturing process more efficient and cost-effective.

CosIng includes ingredients from the previous EU inventory, as well as a list of ingredients that are either banned or restricted. This resource allows manufacturers to identify any limitations associated with specific ingredients. The database offers:

  • Both chemical and common names of ingredients, as required by Article 33 of Regulation (EC) No 1223/2009, to ensure accurate product labelling.
  • EU regulations pertaining to specific ingredients.
  • Links to opinions from the Scientific Committee on Consumer Products (SCCP).
  • The inventory is divided into two sections:

  • Section 1: Contains all cosmetic ingredients except perfume and aromatic raw materials.
  • Section 2: Focuses on ingredients related to perfume and aromatic raw materials.

Searching the CosIng Database:

Manufacturers can utilize two main search methods:

  • Simple Search: Allows users to search by substance names, including International Nomenclature of Cosmetic Ingredients (INCI), International Nonproprietary Name (INN), Pharmacopoeia Europaea (Ph. Eur.), chemical names, or by CAS/EC numbers. For example, instead of entering “Cyclohexanediol” try “1,4 Cyclohexanediol Bis-Ethylhexanoate” to get an exact match. Advanced Search: Provides more specific criteria, such as Ph. Eur. name, ingredient restrictions and functions, reference numbers, and regulatory publication dates.

Key Considerations:

  • The presence of an ingredient with an INCI name in the database does not guarantee its approval for use in cosmetic products
  • Ingredients such as colorants, preservatives, and UV filters are included only if approved under Annexes IV, V, and VI of Cosmetic Regulation No 1223/2009.
  • Some medicinal product ingredients are also included in CosIng.
  • A product’s safety assessment must validate the use of any ingredient in cosmetic formulations.
